Overview

Fuyuki Mashiro is a recurring supporting character in the Chaodis Saga、and the protagonist of UKMC Volume II. She is well known to be the Chancellor of the United Kingdom of Miotia-Candor after its democratization. 

A moderate politician of the Liberal Democratic Union, which is part of the Eudokist-ultrahumanist faction. She is what others would call an idealist, as she chooses to believe in the decisions of mankind regardless of the statistics.

She is known to have insane luck and has led her country through extinction-level events multiple times, won near-impossible wars, and led a recovery economic miracle.

Appearance

Mashiro was introduced with long brown hair with two long bangs. She has yellow eyes and fair skin, as shared with the Kanato ethnic group of Candor. Her figure is slim but slightly athletic. She is known to be overworked after the United Kingdom States had formed and rose to a dominant power in geopolitics. Her eye bags are visible from close inspection. Her age is often mistaken by others due to her immature behavior from time to time and young appearance.

In UKMC III, Mashiro is seen with short hair and with a simple braid on the left side. She wears the new Grand Chancellor uniform proposed by the Eudokist factions after the re-election. The uniform is mainly gray with trims of silver decorations that resemble a military uniform.

Personality

At first glance, Mashiro can be seen as cowardly and immature, always complaining about the unnecessary work she is given due to geopolitics on the other side of the planet, or sometimes even from interstellar space. However, under that carefree personality, she too has trauma, ideals, and ambitions. As a survivor of the Celestial V attack, her determination to reform the Pupatorian state had led her to the position of Grand Chancellor.

Mashiro is good with children; this is shown when she slacks off work to play with post-memory loss design child Tatiana in her office after the Serp War.

As a former idol that aims to inspire the mass, Mashiro is a positive person. In a country that relies heavily on logic, Mashiro believes in the traditional values and potential of humanity. This put her in opposition to the Healthcare factions, who believe in a fully machine-governed society and state-incubated citizens.

In dire situations, Mashiro will even shoot to protect her friends regardless of the safety of herself.

Story

Early Life

Fuyuki Mashiro is the daughter of actress Sayaka Mashiro and chairman of the Pupatorian Genetic Research Institute, Simon Mendelson (Character). Her father’s research ethics and ambitions had resulted in a divorce. Mashiro had lived with her mother until she entered Imperial Ar Harvestashiva University or Amatsumikaboshi Campus. Like all children of the old United Kingdom regime, Mashiro joined the Social Security Youth during her high school years and received basic military training. While she exceeded wargames, she failed all physical training.

Fuyuki Mashiro, Kana Ichibana, Chifuya, Charlotte, and Laruna formed an idol group, Celestial V, during the mid 2000s. Their activity would end tragically due to a terrorist attack by an Omikanyan extremist, Itashikir, in 2008. The attack was directed at Mashiro and her mother due to their relation to Mendelson, who experimented on the state-purged ethnic group.

Mashiro would unknowingly be saved by her father using a stable M-Factor drug developed from his research. However, its side effects would show only decades later.

Into Politics

Following the attack, Mashiro would leave Imperial Ar Harvestashiva University to pursue a political career with scholarship funding from the Rikuran Duchy. The Fronteran and Rikuran supported democratic faction began to gain momentum with the introduction of livestreaming in the early 2010s. Mashiro’s face had brought in millions of followers to the point the government can no longer easily silence her. This partially helped to avoid the planned invasion of Kjanu that was prepared by the Imperial government. 

Following the rise of Haru Shinozaki, the United Kingdom saw massive changes toward liberalism. This further accelerated Mashiro’s fame on the domestic internet, as well as other democratic supporters.

Rise to Power

After the civil war of early 2019, the Old Imperial Navy faction, backed by the Fronterans and Rikurans, set up a coalition government with the socialist revolutionaries. They overthrew the fascist government and installed a constitutional monarchy with a parliamentary democracy. Due to her popularity and pressure from both factions, Mashiro was selected to be the interim head of government. She was immediately re-elected after the new constitution was passed, becoming the first democratically elected head of government in Pupatorian history.

Shortly after officially becoming the Grand Chancellor, Mashiro would bring Kjanu into the United Kingdom, forming the great power known as the United Kingdom States. The United Kingdom States succeeded Kjanu’s seat in the world union. 

Crisis of 19

Serbatija and Luthorios faced a threat they called the Unknowns; Mashiro approved Western Wasarian refugees into Miotia-Candor. At this time, Miotia-Candor lacks the capabilities to provide any assistance to the Ras resistance in Serbatija. Mashiro sent ships to evacuate civilians from mainland western Wasari.

Months after the formation of the United Kingdom States, Miotia-Candor is still recovering from the civil war. The assassination of the Serpentuem President was blamed on the United Kingdom States; thus, the world plunged into a world war between the World Union and the Free Trade Federation. Seeing this as a chance to expand their influence, Jezabelstien crossed the Kjanuan border and invaded the United Kingdom States in the south. 

Mashiro would make the decision to militarize civilian bullet trains and send them to the Kjanuan front. This is due to the fact that the Kjanuans do not allow the military to be stationed within their states. She would also make the controversial decision of mass-producing the Aragami sentry developed by her father's PGRI to slow down the Serps. Countless casualties on the Serp side had resulted in the Teardrop plague, a pandemic that resulted from the unrestricted war.

While the Serps and Jezabelstiens stagnated their advancement. Corlenia sent an ultimatum and attempted to declare war on the United Kingdom States; Mashiro accidentally hung up the call before collapsing from overwork. This would result in nothing happening.

When the Valarssari appeared in the outer Helios System, a truce was signed between the United Kingdom States and Jezabelstien, which resulted in their withdrawal. Mashiro permitted the Meridian Commonwealth and Jezabelstien to resupply in Tiamat to face the extraterrestrial threat.

Despite multiple sessions of convincing, the Serp won’t back down from their attack during the Valarssari massacre of the human race. This would result in Mashiro pardoning certain fascist militia that still operated in the Miotia-Cador to fight against a xeno threat. While many of them were used as nationalistic decoys, those who survived were allowed to form political parties again to run in the parliament.

During the positron bath of the Edokyuuria, Mashiro and the others survived by hiding in the subterranean surface. When the fight was over, Mashiro discovered the skeleton of the Senate Terminal of Edokyuuria was still standing in the Edokyuuri crater.

Miraculum Crisis of 2020

When the Itashikir Omikanye Avengers bombed Edokyuuria Capitol during the election rally, Mashiro was saved by Marisa after Marisa dug through the rubble of the collapsed stage. With the Army Chief Nick Heller, and his brother Alfred, who was also a PGRI officer, using this opportunity to enact martial law and stage a coup, Marisa took the badly injured Mashiro to the underground city ruins of Miostation under Edokyuuria. The United Royal Air Force stayed silent while the United Royal Navy secretly cooperated with the Yakuza in an attempt to counter-coup.

Marisa performed a limb transplant surgery on Mashiro with prototype limb regeneration pods that were reverse-engineered from PGRI. Mashiro’s rapid and stable recovery led Marisa to suspect Mashiro’s body composition contained M-factor. Mashiro claimed she had no memory of receiving such treatment, nor were infected.

When Mashiro and Marisa arrived at the Athena system mainframe to confront Alfred, they found a badly wounded Airforce chief, Hana Hirosei of the former Hirosei Noble House. They thought she had betrayed the democratic administration. Hirosei revealed to Mashiro she had shot Nick in the Chancellor's office earlier, and apologized if the blood stain wouldn’t come off the carpet. Alfred revealed himself in front of the three and declared his intention to “fix” the Miraculum infestation by waking up the girl dreaming in the crystal.

As Alfred explained, they were interrupted by Itashikir. Kana Ichibana, now a journalist, followed him with her curiosity, not knowing Itashikir’s true identity. Alfred immediately recognized Itashikir from PGRI; he revealed that Itashikir was an Omikanyan who worked for the PGRI, killed his own parents to survive the purge, and only ran away with a girl named Oprere. Itashikir claimed to have returned from Frontera to end the last of PGRI’s relic, the girl dreaming in the crystal. Upon hearing the name Itashikir, Kana remembered meeting Itashikir the day before the attack in 2008. She thought he was a fan and showed him around the school. Kana realized she had caused the death of her friends and immediately took Mashiro’s pistol and aimed it at Itashikir out of rage. This act alone managed to get a response from the girl dreaming in the crystal, which was what Alfred had planned to initiate a Miraculum Resonance. Which he claimed would force the “Pan-Human History” to “correct” the 2000-year error of existence that plagued the Chaodis region. And “all” would reunite to one; there would be no more conflict nor hatred, for the population of Pupatory or Chaodis was always one to begin with. The entire Pupatorian region experienced a 9.1 earthquake as the supporting columns of the upper surface collapsed due to miraculum dematerialization. While not having fully grasped the situation, Mashiro stopped Kana’s rage and prevented her from killing Itashikir and becoming a murderer. Mashiro convinced Kana to let Itashikir live to atone for his sins, to which Kana reluctantly agreed. Kana ordered Itashikir to live and see how far “they” have climbed out of the pit of indoctrination. This act had made the girl in the crystal hesitant, and she saw hope in the Pupatorians. The room was bathed in bright light.

When Kana and Mashiro woke up, they were on the lower surface, but now they could see the sky. This was due to the partial Miraculum Resonance, which had dematerialized nearly half of the Pupatorian’s surface structural support. 

Itashikir handed himself in to the newly founded PHS. With the population down to 148 million. Mashiro had approved using old PGRI failed synthetic human bodies to house the NephilimOS to make up the workforce shortage.

4th Coalition & Luthorios Reclamation

In 2021, when Jezabelstien attempted to invade Shanting, World Union officially entered the war. When the Meridian Commonwealth showed up with their fleet in an attempt to take over Shanting as well, the War of the 4th Coalition came into effect. Mashiro worked with a loose alliance of regional powers to take down the Jezabelstien terror and the Meridian Commonwealth, officially ending the Triarchy superpower order. Mashiro flew to the Feng dynasty to discuss with foreign powers about the disposal of Oracle technology as well as other projects to repair the science world.

Months later, Mashiro would launch an operation to retake Luthorios from the Harvesters strain of the Unknown to fulfill her long-due promise to their political friends in Wasari. The combined fleet of RIAS, Serbatija, Luthorios, and supporting vessels from Anteria, together managed to open a second front in the Unknown war for humanity. However, it came at a great cost of human lives, to which remains controversial decision by the Mashiro administration domestically.

Persian Civil War & Economic Miracle

When Duke Kamino of Rikura (Nation) was killed across the Rikura-Persian border by the Persian Junta. Mashiro kept her oath to the RIAS nations. The United Kingdom States coordinated with the Rikurans to retreat to lure the Persian Junta into Rikuran territory. This allowed the United Kingdom States to fire a Leviathan at the border. This allowed drones to cause chaos in the Perisan airspace as well as fully vaporize the Junta's main force with an A2 mine from the Leviathan payload. Mashiro claimed that the intention was to provide air support to the Rikurans; the use of A2 mine was an accident. It just so happened that Yotsubishi Heavy Industry was conducting a surprise weapon test, in which the invading Junta force unknowingly walked into.

With the rise of Kkhano and Neo-Integralism, Mashiro held firm to her beliefs that people do not live for the world; the world is a place for people to live in. She defeated the Survival Integralist of Medicial Justice Coalition due to an economic recovery report from Fronbridge Oxvard. However, in truth, she had no idea how the economic miracle happened. It was Trade Minister Tanaka Ichiro who secretly had deals with a Frontera (Nation) corporation to sell banned non-PHS-approved agricultural products to Frontera, then Frontera sells it overseas. This allowed Miotia-Candor to slowly recover through the years at an accelerated rate. However, being afraid of being accused of corruption, Tanaka fled to Frontera, originally planned to place the blame on Mashiro, it had led to the ultimate opposite effect.

The Mashiro economic miracle would lead to her re-election.
