Huklan

Huklan is a populated vault network within the state of Kjanu (State), United Kingdom States (Nation). Containing 6 “population zones”, the network spans the entire state and was designed to provide long-term shelter to the citizens of Kjanu in the event of an emergency. As part of its mission to ensure the security of citizens, the vault network contains its own food and water generators, geothermal energy network, air filtration system, and enough stored supplies that estimates suggest the network could be entirely self-sufficient for over two decades in the event of a disaster.

The vault network was proposed by Kjanuan President Su Tao due to rising hostilities with Jezabelstien in the early 1980s. Over the next thirty years the Kjanuan’s spent 722 billion kuo on the project before its completion in 2015. Since its opening the network has been used many times on a regional basis, particularly in the Buinon and Monliu provinces due to hostilities with Jezabelstien. Only twice has the entire nation entered the network, once during the 2018 invasion of the Vrils and again during the 2018 Frontera-Mendenwall war.

Future plans are in discussion to extend the network to other parts of the UKS, particularly into the Mokögrot and Esven provinces.

History

As the increasingly expansionist ideology of Irenist Jezabelstien put pressure on Kjanu, plans for a secure vault network were proposed in the late 1970s by President Yukimori Maeko. These plans were ultimately rejected however due to the lack of suitable infrastructure and construction costs. Following advancements in geothermal energy production and the discovery of large sites suitable for their implementation in 1982, President Su Tao again proposed the idea, dubbing it Huklan, or “the gift” in Kjanuan, which was approved by the National Council in July of the same year.

Construction began in December 1982 by the Kjanuan Ministry of Infrastructure, who began to dig out large areas of natural land in the Kureta Mountains and Kjanuan National Rainforest. Construction was slow as efforts to minimize the environmental impact quickly ballooned and the project was delayed significantly from its 1990 completion date. By 1993, the budget had tripled and construction on only one of the six population zones had reached 50% completion. The project was again delayed from 2000 to 2015 in January 1999 when it was reported that the population centers were being expanded to account for expected population increases in the next millennium.

By 2010, four of the six population zones were completed and work was now beginning on restoring the natural areas the project had disrupted. Two years later all population centers had been completed, as well as the long-delayed geothermal plants that powered the vault, leaving construction teams to focus on building residential space within the population zones and transportation infrastructure within the vault network itself. These efforts were largely completed in November 2015, and the project was opened to the public despite some projects, particularly the infamous “black line” between Huklan-2 and Huklan-4 being incomplete.

The vault network saw sporadic use from 2015-2018, primarily in southern Kjanu as Jezabelstienian aggression heightened. In 2018 when the extraterrestrial Vrils invaded Utopia, the entire population of Kjanu was called to evacuate to Huklan until the invasion had ended. This was the first nation-wide usage of the network and proved its usability, something many experts had considered as overstated. Just a few months later the population again evacuated to the bunker when the Frontera-Mendenwall war began and the Mendian government nuked Neo Neo Jhanthu. Since 2018 the bunker has only sporadically been used, primarily as shelter from typhoons along the Kjanuan Bay.

Population

Huklan’s permanent population of 167,453 is split among its six main population centers, as well as satellite “towns” in the maintenance and transportation floors of the bunker network. The majority of these residents are the families of workers who maintain the bunker network or operate its key systems like the geothermal power plant. Another large segment of the permanent population of Huklan are the scientists who work in the many labs within the vault network, as the Kjanuan government moved a significant portion of its research arm into the network following its completion.

Infrastructure

Huklan is a sprawling network of six population centers, 17 transportation lines, and 14 floors. Only three floors of the network span its entirety, the top level which is used for pedestrian travel and entry into the network, level 7 which hosts the high speed rail network, and level 8 which is a slower transportation network for consumer goods as well as extensive storage vaults. The remaining 11 levels are only located near large population centers or specialized maintenance clusters. The lowest three levels are only found near the geothermal power generators of the vault network and are dedicated to the essential systems for vault function.

The majority of the vault system’s area is located in the six “population zones” of Huklan-1 through Huklan-6. These are city-sized areas that cross multiple floors and include housing, parks, supermarkets, and other essentials for the daily living of Kjanuan citizens. These population zones are distributed around Kjanu and each of them could function independently for a short time period if anything were to happen to damage the transportation networks between them.
