Experimental Academy City of Minervaindexca
An experimental self-governing entity on the international stage. Whether Minervaindexca is a nation, colony, or a privately owned landmass is still undefined. No defined classification can be applied to Minervaindexca.
The Experimental Nation of Minervaindexca is established during the later half of the Serpentuem-United Kingdom war by the cooperation of New republic of Frontera (Nation), Rikura (Nation), Primordial Tiamat, and Yotsubishi heavy industry. The entity is founded in the northern region of former Kyaon.
The self-governing entity is a collection of branches of the top academies of the former Rias Union and the United Kingdom. The governing body is separated by an occupation and age caste system. The initial plan was aimed to transfer the remaining academic and technological resources out of the United Kingdom of Miotia-Candor (State). Yotsubishi Corp and executed the project to preventing these resources from falling into the Free Trade Federation, and the World Union, and mostly, Kjanu.
There are a total of 15 Academy districts, and 3 'Utilities Districts'. All 18 districts are governed by two main entities. The Academic Councils and the Overseers.
Despite not being officially a territory of it, Minervaindexca is the Acting Imperial Captial of the United Kingdom States. An attack on Minervaindexca will be an attack on campus, school, the United Kingdom States, and the World Union.
Minervaindexca uses a unique operating system called the "kivotOS", which is known for its beautiful blue and white UI design.
Etymology
Named after the goddess Minerva.
History & lore
Sometime in early 2019, SSS 2nd Branch and the Yotsubishi Heavy Industry were tasked with the construction of a certain underground water fortress in New republic of Frontera. From the delayed construction and the use of second-hand unites, the Yotsubishi Corporation was paid with a large amount of money from the certain right-winged Fronteran party. With the goal of expanding SSS influence in the region.
Hacking through the records and files of the Candorian Intelligence Agency, from Etsuyoki incident theory to several anomalous events caused by the south. The threat of Kjanu, Commonwealth, and its clueless World Union allies becomes clearer than ever. Additionally, with North Electrica's ARC industries advancements it really did put Yotsubishi Corporation on thin ice. It is suspected by the SSS 1st branch, Kjanu will take the lead of the United Kingdom right after the failures of protecting Hinomoto Prefecture from Serpentuem forces. A joint project with the remnants of Kyaon, in a false promise of rebuilding their country was started. Establishing the secret Kyaon branch of both the SSS and Yotsubishi Corporation. The revivalist Kyaonese were exiled out of the 18 districts after Minervaindexca's construction. While they are still given free healthcare, they are not allowed to own residence within the 18 districts. Kyaonese who moved on joined Minervaindexa in the 3 utility districts.
Through a loophole within the nationalistic economic policies, the Yotsubishi Corporation was able to avoid being taxed by Edokyuuria when they do their business overseas. With the United Kingdom of Miotia-Candor (State) still without electricity and lack of communication, on December 21, 2019, Yotsubishi Corporation and [REDACTED] forces fired a missile at the plane which carried Corporation's overseers from the government. The plane crashed off the coast of Pivolin. Edokyuuria only learns of the incident months after the war, suspecting it to be either a missile strike from Jezabelstien (Nation) or a disguised Fengese FTF warship. In between the time without Edokyuuria's surveillance, Yotsubishi transported a large number of students, researchers, and professor refugees to Minervaindexca. An entity that secretly dedicates all technological advancement to both the Yotsubishi Corporation and the SSS foundation. However, that is about to change... As of 2023, the Academy city has implemented the Dispatch - Eden Curriculum and has started the Inter-Academy Wars.
Geography
Geography is not much different from the United Kingdom of Miotia-Candor, the experimental nation is built on top of the ruins of a former nation known as Kyaon.
Wilderness and ruins lay untouched outside the 18 districts.
Demographics
The current population is estimated to be 42 million, with 80% of them are students. Every student is given a Student Handbook. The small handbook contains information about Minervaindexca and is often used s a guidebook. When the handbook is closed, it is capable of blocking a bullet, surviving an explosion, stress under extreme pressure, and will be fine without a scratch. While the handbook has never been tested whether or not it'll survive a nuclear explosion, the Discipline Committees is confident that the handbook will be fine, because it is the immovable iron will of the Student Council.
Student's ability to apply to a dorm or rent a certain estate is based upon their academic score.
Those who aced their exams live in luxury while the 'failures' are looked down upon. Though they still live in an average apartment.
Homelessness is non-existence thanks to Yotsubishi's concern for their own reputation.
Workers who were part of the initial stage of the project were also given permanent residentship, that including Kyaonese.
Graduates are offered permanent residentship. Their partner can also get such a privilege.
As of 2020 April, there has only been one generation of former students who acquired permanent residentship.
Government
Overseers
The governing body is separated into the Overseers and the Academic Councils.
Overseers is a relatively small council that is made up of 21 members. Consisted of directors of all 18 districts, with the last 3 being Yotsubishi representatives. The Overseers is capable of veto any proposal from the Academic councils with only 5 votes.
Academic Councils
The Academic Councils if the executive branches of Minervaindexca, which have been labeled as ridiculous by Edokyuuria. From 2nd year high school and on, any student is capable of being in office.
There are 19 Academic Councils, 15 for the Student committees of 15 different school districts. The 15 Student committees manage, but not govern their own school districts, in charge of mainly economy and security of their local district. 90% and above in all subjects is the requirement to be within the Student committees.
Lastly, the Student Council Sanctum, the top executive branch of the Minervaindexca. This is the entity that makes laws and decisions of Minervaindexca. The SCS is consists of 10 elected members of the 15 academic districts. Only those with 95% and above in all subjects are allowed to run. This has created a caste system of occupation, age, and academic ability.
Students of the Student Committee and positions above are presented with job offers within either the Yotsubishi Corporation or the Foundation when they graduate.
Discipline Committee & Minerva System
Minervaindexca's main security force. They are recruited by student committees of the 15 districts. While this is entirely voluntary, they do get recommendation letters and other food discount privileges within their local district.
Minerva System is inspired by the United Kingdom's well known Athena crime prevention system. Unlike the Athena system, Minerva is merely a drone deployment program. All 18 districts are equipped with them, they are all operated by the local staff security council. In the 15 Academic districts, only a single staff oversees the operation of a full student operator team.
The drones in mainly use are the old TC-7. Also known as the trashcan bots. They lack offensive capabilities, however, they're capable of withstanding an anti-tank rifle with only a scratch. TC-8 is currently being produced as an upgraded version, which goes as fast as 100km/h.
Due to their nature being massive recycling bins, it is possible to transport discipline committee enforcers.
Similar to Athena System, fatal weapons are safely locked. Instead of it unlocking itself once the target is detected, this is done manually. Only remote control from operators can unlock them.
All adult content is illegal, to possess any of them is equal to terrorism. In order to protect the morale, and rid of such non-educational unwanted products, the special task force will be deployed as countermeasures. For students, punishment can go up to 2 months in supplementary camps. For non-students, the highest punishment for smuggling adult content is execution. However, no one has ever been executed.
Economy
Treasurers of local districts manage the finance of "Clubs". Clubs are a union of a single type of business run by both students and adults in a local district. Some academic district uses socialism, some use capitalism, and some uses Occupation Socialism. Occupation Socialism is socialism within the same type of business within the local district. Which does spark distract capitalistic competition throughout Minervaindexca.
However, all 3 of the utility districts adopt Miotia-Candorian capitalism.
Minervaindexca is also known as a nightless city. This is due to the different shifts of class and club activity throughout the day. Each district, each school have their own schedule. The maximum schooling hour in a day is 6 hours, which is stated by law.
Additionally, A handful portion of tax/funds goes to the Yotsubishi Corporation.
Infrastructure
Minervaindexca uses a lot of magnetic trains, possibly more than Edokyuuria. At the heart of every district, a smaller version of the old Senate Terminal could be seen.
Minervaindexca is under the protection of a Rikura (Nation) based private military company named Voluntas. Which is also another cover for Yotsubishi Corporation to avoid any influences from the United Kingdom States.
Minervaindexca has three Third Generation Arsenal Ray circling around the massive city-state. These were constructed in Frontera and Rikura in secret. Several parts were also made in Hong Kong.
Currently, there is 6 Ashigara-Mk2 Class DDN in defending the city. They're all Unmanned.
This also puts Minervaindexca in the position of deciding the United Kingdom's affairs. If conflicts were to break out between the two, the United Kingdom would only show its own weakness.
